To get the Froggy Hood, you will need to do all of Penn's Side Adventures under the Potential Princess Sightings. Complete this quest by going to all the Stables and talking to Penn. Once you are finished with all the Stable quests from Penn, talk to Traysi at the Lucky Clover Gazette and she will give you the Froggy Hood.

To get the Froggy Sleeve, you need to finish at least 14 of Penn's Side Adventures in different Stables, under the Potential Princess Sightings quest. Talk to Traysi at the Lucky Clover Gazette and she will give you the Froggy Sleeve.

The total cost of materials to fully upgrade the Froggy Set to the highest rank are 24 Sticky Lizards, 15 Horriblin Horns, 15 Horriblin Horns, 15 Sticky Frogs, 30 Opals, 15 Black Horriblin Horn, 30 Horriblin Guts, 2280 Rupees. You can upgrade these armor pieces by speaking to any Great Fairy.
