Go to Lucky Clover Gazette with the coordinates - 3257, 1764, 0119 and activate the Side Adventure Potential Princess Sightings.
You need to go to different stables and do atleast 4 quests from Penn in order to get this armor.

You can rebuy the Froggy Sleeve from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
