The Extravagant Bridle can be claimed at any stable as a reward when you have collected 26 Pony Points
Pony Points Guide: Rewards and Perks
To equip a bridle to your horse, simply go to any stable and talk to the stable master and choose the option to customize your horse. Select Change the bridle, and choose the bridle you want to equip to your horse.
Some horses cannot be equipped with saddles or bridles like Epona, which can be obtained by scanning an amiibo.
