The Forest Dweller's Shield location is tied to the side quest, Walton's Treasure Hunt, which can be unlocked by talking to Walton in the Korok Forest in Great Hyrule Forest.
The shield is located at the top of the entrance of the Deku Tree, specifically located at 0419, 2155, 0156.
You will need to find this shield in order to finish the side quest.
Great Hyrule Forest Region Map: Korok Seed Locations, Shrines, and Quests
You can get this shield by chance inside a chest dropped by any variation of Like Likes. The chest randomly contains weapons and shields found in the region where a Like Like has dropped it.
You can reroll the content of the chest by saving before defeating the Like Like, and reloading the save if you did not get the equipment of your choice.
