You obtain it by defeating Phantom Ganon whom appears after you defeat a group of Gloom Hands. The base damage is 2x the amount of hearts that you have, up to 30 hearts, as it does not gain any attack power beyon this. Most people have between 4-6 hearts the first time they encounter and are able to defeat him, resulting in between 8-12 damage. If you sell any additional hearts to the cursed statue, the lowest you can get is 3 hearts and therefore 6 base damage for the bow.
I believe its attack equals to 2 times your max heart number, mine is 6 attack as I only have 3 hearts.

I got the bow and gloom sword from beating the gloom hands, then phantom Ganon inside the North Lomei Labyrinth
I’m pretty sure the demon king’s bow and gloom sword are dropped by phantom Ganon inside the great deku tree after you beat him. However he only spawns after beating those gloom hand things that spawn first. Be prepared to pick them up before leaving or else they’ll despawn.
