Use the Ulri Mountain Skyview Tower in the Akkala region to fling yourself and glide northwest towards Skull Lake. You will need a lot of Stamina for this, so be sure to prepare for that.
You will find Skull Lake Cave by climbing up the tall, land formation and entering the hole at the top that serves as the entrace to the cave.

This Bubbulfrog is located exactly at 3417, 3382, -0124 within Skull Lake Cave.

To find the Bubbulfrog, go to the very last room of the cave where a Stalnox is roaming at the right corner. On the left side are breakable rocks. Destroy the rocks and enter the hole in the wall to find the Bubbulfrog on the ceiling.
