From the Oromuwak Shrine, head Northeast and you will find the Brightcap Cave below the cliff.
Upon entering the cave, you will encounter a Horriblin and a Like Like. Defeat them and continue heading deeper inside the cave.

Follow the path and you will see a shrine surrounded by thorns. Use your Bow and Fuse it with a Fire Fruit to burn the thorns. Open the chest to get the Frostbite Shirt.
Fuse Guide: How to Combine Materials

You can rebuy the Frostbite Shirt from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.

Equipping the Frostbite Shirt will grant you the effect: Cold Weather Attack.
