Light Dragon's Horns can be Fused with weapons and shields, and can be attached to arrows. When fused, the Light Dragon's Horn increases attack power by 20, and other effects may vary depending on where you fuse them.
Fuse Guide: How to Combine Materials With Weapons, Arrows, and Shields
Stuff you build in Tears of the Kingdom despawns when you move a certain distance away from them. Attaching horns from any dragon in Hyrule drastically extends the radius from which the builds despawn. You can reach about 1900 meters (Y coordinate on map) away from the build and it'll still be there when you get back!
This is extremely useful if you don't want to keep rebuilding from the ground up whenever they despawn (saves you from materials and zonai devices too).
Light Dragon's Horns, like all Monster Parts, can be used to create Elixirs when cooked with Critters. The Elixir's effect depends on what critter was used.
