The Legend of Zelda: Tears of the Kingdom Walkthrough Comments
Brightbloom Seeds can be used without arrows. You can either drop them and hit them with a weapon or you can hold R to aim your weapon, like you're going to throw it, then press up on the d-pad to select a brightbloom seed. When you release up, you will be holding the seed and can throw it directly to activate it without the need for an arrow or causing damage to a weapon by hitting it.
