    There are specific locations for this weapon to spawn. Say, the phantom ganon at Mekar Island drops the Gloom spear whereas the phantom ganon at sahasra slope drops the gloom sword. And it is a set drop.

    Hey! I saw there was no update here, and wanted to comment that you can get the Gloom Spear by defeating a Phantom Ganon, or at least that’s how I did. I’m not sure if they all drop it 100% or the time or if it’s only certain spawns and the drop is rng, but the Phantom Ganon in the depths beneath Hyrule Castle dropped it for me
