Northeast of Mount Drena

Travel to Thyphlo Ruins Skyview Tower in the Great Hyrule Forest Region, and launch yourself from there to glide southwest towards the pinned location on the map above.

The Forest Dweller's Spear is wielded by a Blue Moblin located in the area. The exact coordinates of its location are -0314, 2857, 0208.

Defeat the Blue Moblin encountered in the area so you could acquire the weapon it is wielding.

Northwest of Korok Forest

Travel to Sakunbomar Shrine in the Great Hyrule Forest Region, and head southeast towards the pinned location on the map above.

The Forest Dweller's Spear is wielded by a Stalmoblin located in the area. The exact coordinates of its location are 0277, 2266, 0177.

Defeat the Stalmoblin encountered in the area so you could acquire the weapon it is wielding.

Obtained Through Walton's Treasure Hunt Side Quest in Korok Forest

The Forest Dweller's Spear location is tied to the side quest, Walton's Treasure Hunt, which can be unlocked by talking to Walton in the Korok Forest in Great Hyrule Forest.

The spear can be obtained by climbing to the top the Deku Tree, specifically located at 0405, 2195, 0229.

You will need to find this spear in order to progress the side quest.

You can get this weapon by chance inside a chest dropped by any variation of Like Likes. The chest randomly contains weapons and shields found in the region where a Like Like has dropped it.

You can reroll the content of the chest by saving before defeating the Like Like, and reloading the save if you did not get the equipment of your choice.
