You can get a Shield of the Mind's Eye within a treasure chest in Sahasra Slope Cave found under the Sahasra Slope Skyview Tower.
You'll have the chance to get the Shield of the Mind's Eye of the Sky by scanning the Sheik (Super Smash Bros.) amiibo.

Found this in the cave below sahasra skyview tower. The caves necessary to open the skyview tower. Was really surprised to find a 16 stat shield so early in the game it's prob my 3rd skyview I'm opening. Be sure to kill the two monster in the cave and grab the chest
