How to Get the Tingle's Tights
Found in Chest in Cape Cales Cliffbase Cave

Finish Misko's Treasure: Pirate Manuscript
Tingle's Tights can be unlocked through the quest Misko's Treasure: Pirate Manuscript. To unlock this quest, you need to talk to Domidak and Prissen after completing the Misko's Cave of Chests side quest.
They can be found outside of Cephla Lake Cave, talking about Misko's old manuscripts. They will sell you the information for 100 Rupees. Accept the deal to unlock the side quest.
This quest will require you to go to the Cape Cales Cliffbase Cave. The Cape Cales Cliffbase Cave is located in the Necluda Sea, at the foot of Cape Cales. From the Celpha Lake Cave, travel across Hyrule towards the southeastern part of the map.

You can buy the Tingle's Tights for 400 Poes from a Bargainer Statue in the Depths after getting the armor first in-game.
