Fast travel to Upland Zorana Skyview Tower and go towards the south. Jump off the cliff and go specifically towards the coordinates: 2687, 0479, 0200.
Go inside the cave to discover Upland Zorana Byroad. Destroy the vines blocking the way. After that, defeat the Blue Horriblins along the way. After defeating them, proceed deeper and you will see a Rock Like guarding the path forward.
When the Rock Like is throwing rocks at you, use Recall on the rock to reverse the rock back into the enemy. You can also use the Bomb Flowers around the area and Fuse it with your arrow to damage the Rock Like.
After defeating the Rock Like, swim to the left and there should be another path with a Rock Like on the wall. Defeat the Rock Like.

Continue forward until you see another entrance with vines blocking it. Destroy the vines and go inside the entrance. Inside you will see that the room is full of water. Go to the end of the room and use Ultrahand on the gate at the end to lift it up. This should drain the water within the room.
Go inside the room under the staircase and you should see a shrine with a chest. Open the chest to receive the Climbing Boots.
You can rebuy the Climbing Boots from Cece in Hateno Village for 600 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.

"fling yourself in the air" or just run and jump off the cliff. - "Fly south" the cave is west-southwest. The written directions of these posts for locations of caves, and screenshots are horrid. "It's in this cave" Screenshot of map is taken while in the vicinity. Not in front of chest or in front of cave entrance. They hadn't even gone into the cave for it to show on the map.
