How to Get the Frostbite Trousers
Found in Chest Inside Hebra Headspring Cave

Chest Inside Hebra Headspring Cave
In Hebra Headspring, head north until you reach a small cave. Use Ultrahand and carry some wood materials near the cave entrance.
Go inside the cave and create a small platform on the right side of the room using wood materials by using Fuse.
Use the platform that you made to climb the wall. Open the chest to pick up the Frostbite Trousers.

Rebuy from Cece for 4000 Rupees
You can rebuy the Frostbite Trousers from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
