To get the Miner's Top, head north of the Great Abandoned Central Mine until you reach Daphnes Canyon Mine. Here you will find a ruin thats contains a chest in the middle. Open the chest to obtain Miner's Top.
Central Hyrule Depths Region Map: Lightroot Locations and Points of Interest
You can rebuy the Miner's Top from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.

Equipping the Miner's Top will grant you the effect: Glow.
