You can get a Scimitar of the Seven, as well as the Daybreaker shield by completing the Pride of the Gerudo side quest. Speak with Isha after completing The Missing Owner side quest. As a token of gratitude for saving her, she is willing to craft the arms of the Seven for you once you collect the required materials.

To maximize this ability, Fuse weapons with high fuse attack power such as parts from Silver Lynels or other silver enemies.

Continuing from my previous comment, I do not know yet the stats of the arms, as I'm yet to obtain a scimitar. Cara does reward you with a diamond, so you can keep that one and only find 3 more. The quest's name (to rescue Isha) is The Missing Owner, and is indeed given by Cara.
