To rematch Volkner and all the other Gym Leaders, you first need to get the National Dex after becoming champion by seeing all the Pokemon native to the Sinnoh Pokedex. After exiting the lab, Roark will pop up to tell you about the rematches.
How to Unlock the National Dex
After getting the National Dex, you can head straight to the Sunyshore City Gym and talk to Volkner to immediately start the rematch battle.

Though Ground type Pokemon may be an obvious choice to defeat the Electric type Gyme Leader, Volkner also has a Pelipper and many of his Pokemon have Ice and Water type coverage moves to use against Ground types. Keep these mind while selecting your team for the battle.
Pelipper is an easy Pokemon to beat and usually goes down with a single Electric type move. Its main purpose in the team is to set up the rain with its ability Drizzle, which will increase the power of Water type moves and make the move Thunder never miss.
Unless your Pokemon are weak to Water or Electric type moves, the rain should not matter much, but if needed, you can also stop the rain with a weather changing ability or move.
After Pelipper, Volkner usually sends out Raichu. If your first Pokemon is vulnerable to Water type moves, this is the best time to switch into Gastrodon. Raichu will likely use Surf, and you can increase Gastrodon's Special Attack with its ability Storm Drain.
Volkner will likely switch out the next turn since Raichu will be locked on to Surf due to its Choice Scarf, but the additional Special Attack will help you take care of the rest of his team.
Volkner's Luxray holds a Focus Sash, so it cannot be taken out in a single turn. It also has the ability Intimidate, which will lower your Pokemon's Physical Attack. To deal with Luxray, chip at its health with a weaker attack before taking it out completely with a powerful Special move.
Electivire is one of Volkner's toughest Pokemon since it has the held item Life Orb, which increases the damage of its already powerful moves like Earthquake. For Electivire, send out a Pokemon that is both immune to Earthquake and can resist some of its other moves like Flygon or Gliscor.
