No new Sinnoh regional variants were added to Brilliant Diamond and Shining Pearl, most likely due to the Sinnoh Pokedex being already well-established with Pokemon native to the region. The Pokedex and the National Dex unlocked in the post game are both accurate to the same list featured in the original Diamond and Pearl.

Regional Variants Will Appear in Arceus

Legends Arceus Regional Variants

Even if Sinnoh regional variants don't appear in BDSP, it was announced that regional variants of Pokemon will appear in Pokemon Legends Arceus, which is set in the early settlement period of the Sinnoh region—the Hisui region. However, as of now, no native Sinnoh Pokemon have been announced to have a Hisuian form.

No regional variants appear in the Diamond and Pearl remakes, due to the games being a faithful remake of the originals, which were released before regional variants were a feature of Pokemon games. The Pokemon featured in Brilliant Diamond and Shining Pearl are only the first 493 Pokemon available up until Generation 4, when the original Diamond and Pearl were first released.

Pokemon HOME Support BDSP

Similarly, you currently can't trade or transfer in Pokemon from other games, so you can't trade in regional variants from the Alola or Galar regions. It's to be determined if we'll be able to transfer Pokemon from the Hisui region when Pokemon HOME support arrives for the Sinnoh remakes and Pokemon Legends Arceus in 2022.
