The original trainer of the Pokemon determines the Pokemon's ID number (which is viewed on the Summary page). To get more Pokemon with different ID numbers, you'll need to trade with different trainers.
How to Trade Locally and Online
To guarantee winning the 1-digit prize, you'll need to trade with at least 9 different trainers to get a Pokemon that matches all possible digits (0 to 9). To guarantee winning the 2-digit prize, you'll need Pokemon that cover all possible combinations (00-99), and so on for the succeeding permutations.
The above method of guaranteeing a prize is tedious and not worth the trouble to track down other trainers. It's recommended to just check every day and not invest so much time into securing the lottery prizes.
You can pick up at least 5 Max Revive's and PP Up's in areas on the map on your way to the Pokemon League, so that diminishes their worth as prizes in the lottery.
Another Master Ball isn't truly necessary, as it's harder to get a Master Ball via the Lottery than it is to capture a Pokemon with a relatively low catch rate without using special balls or inflicting a status condition.

After getting the 1st badge in Oreburgh City and return to Jubilife City, beat the 2 Galactic Grunts in a double battle north of the city. Afterward, the interior of Jubilife TV will be accessible.
Head to the 1st floor of Jubilife TV. Talk to the receptionist at the front desk to enter the lottery and draw a Loto Ticket.
You need to match a consecutive number of digits on your Pokemon's ID to the day's lottery numbers. All of your Pokemon's IDs are checked—the ones in your party and in your boxes.
The consecutive digits need to match starting from the rightmost number. If your Pokemon's ID is 12345 and the lottery numbers are 12346, you will not receive any prize, as the first (rightmost) number doesn't match, which equates to 0 matching numbers, even if the 4 leftmost numbers match.
You are only given 1 set of lottery numbers every day. Whether you win a prize or not, you can't repeat attempts and receive more lottery numbers for that day. You also can't soft reset the lottery numbers you receive, as you will receive the same lottery numbers before and after the reroll, if performed on the same day.
Lastly, you can't change the date and time settings on your Nintendo Switch to a different day to receive new lottery numbers. It will just give you the same lottery numbers as before you altered the date and time.
