You can obtain Surf (TM95) from Cynthia's grandmother after examining the ancient cave paintings in the ruins at Celestic Town.

How to Use Surf

Press the A Button Towards the Water

Pokemon BDSP Use Surf on Water

You can use Surf by pressing the A button towards a body of water. Once you have activated the hidden move, you will be able to move freely on the water and access new areas.

Defeat Fantina to Use Surf as a Hidden Move

Pokemon BDSP - Defeat Fantina to Use Surf as a Hidden Move
You cannot use Surf as a Hidden Move unless you have defeated Fantina, the gym leader at Hearthome City. She's a Ghost-type gym leader so be sure to add Pokemon to your team that can deal with her Drifblim, Gengar, and Mismagius.

After defeating her, you can use Surf to access different areas of the Sinnoh region that you can't access before.

Use Poketch and Switch to the Hidden Moves Screen

Pokemon BDSP - Poketch Press the Red Button to Switch Apps
You can also use Surf as a hidden move from the Poketch app. If the Poketch app does not appear in the upper right corner of the screen, press the R button twice. If a small screen is displayed, press the R button once to enlarge it.

Once the Poketch app is displayed, press the red button to switch to the Hidden Moves screen and select Surf from the menu.

It is recommended to simply press the A button towards the water as it is faster to do so.

Is there any way to get more? I've used up all of my Surf TMs but I need more for my rain team. It's so dumb that TMs break again.
