Yes you can. Just raise Magikarp's level to 51 either through battling or with a rare candy and it should evolve.

Breed them. There's a high chance your Ralts will keep the synchronise ability and have a variety of natures that you're looking for.
Can anyone tell me why all of the Ralts I am catching are Hardy nature? Trying to chain catch for Sync team. Caught 30 so far and all are Hardy
Why does every page list Pokémon spawn chance in common, uncommon, etc, but not a single page actually tells the chance those indicate? "Very rare" is useless, is it a 5% chance or a .5% chance? Thats the important information.
Can Chimeco actually learn stored power considering Ralts can’t learn it in BDSP?
Under the section on "How to Easily Encounter Daily Pokemon" in regard to the Trophy Garden: I used to do the repel trick with a level 18 pokemon, but within the past two days it hasn't worked so I did it with level 16 pokemon. It works better but sometimes you'll still run into the regular wild pokemon and not the daily ones.
