You can get Focus Sash as one of the possible rewards from the old man inside the house at Route 221. He will request to see a Pokemon of a certain level, and you need to show him one to get an item him. The levels he will request for will vary, so it's best to have lots of Pokemon of differing levels in your Boxes!

Focus Sash is available for purchase at the Battle Tower for 15 BP.

You need to beat Cynthia and become the champion before getting access to the Battle Tower, where you can earn BP.
