Swarm Pokemon change daily and only appear in the reported location. Talk to Lucas or Dawn's sister to find Swarm Pokemon and catch Pokemon from outside of Sinnoh in Pokemon Brilliant Diamond and Shining Pearl (BDSP).

To be able to encounter Swarm Pokemon, you need to become Champion and unlock the National Dex. Unlock the National Dex by encountering all Pokemon on the Sinnoh Dex, then speak to Professor Rowan in his lab in Sandgem Town to receive the National Dex.
How to Unlock the National Dex
After getting the National Dex, you can unlock the ability to encounter Swarm Pokemon by talking to the sister of the Professor's Assisstant (Lucas/Dawn) in the house south of the lab in Sandgem Town.
After talking to the sister, go to the route mentioned and you'll see the daily Swarm Pokemon species appear in the tall grass of the overworld! Run around the tall for a chance to trigger a wild encounter with the Swarm Pokemon. Running towards the overworld depiction of the Pokemon doesn't do anything, as they disappear when you go near.
Since swarming Pokemon are added to the encounters of a route, you may also use the Poke Radar to chain for them. This can be your chance to get these swarming Pokemon with Hidden Abilities, good IVs, or maybe even a shiny!
How to Use the Poke Radar and List of Pokemon
After unlocking the Swarm Pokemon feature, you can view the daily Swarm Pokemon and the route they're found in at the bottom of the Menu Screen. Be sure to check it daily!
Only 1 Pokemon species and route are mentioned for each day (up until 11:59pm). It's not possible to change the selection of the Pokemon via soft reset or changing the date and time of your device.
When part of a group, all the people in your group will be given the same Pokemon species and location for that day.
Difficult Swarm Spawns (almost hardly show up): Dunsparce, Pidgey, Spinda, Beldum, Slakoth, Makuhita I've checked daily for 3 months; Some of them depending on luck and your game show up more likely and often than others. In my experience this is how I rate them.

I've managed to encounter every swarm pokemon at least once. Still haven't encountered spinda and it's been almost 3 months. I wonder if spinda is more rare now because of the last home update. All the more reason for them to fix spinda and make it transferable between bdsp
