The inclusion of Volt Switch lets this Wash Rotom switch out after taking a hit, allowing you reposition with a more suitable Pokemon in a matchup. Will-O-Wisp is for crippling Physical Attackers. Sitrus Berry gives Rotom a little bit of extra HP and survivability.
88 Speed EVs allows Wash Rotom to outspeed common bulky Water Pokemon such as Suicune and Milotic and consistently be able to use Discharge before them and potentially score a paralysis. Milotic would need to alot 132 Speed EVs to outspeed this set if it does not run a Speed boosting nature, and Suicune would need to run 100 Speed EVs. Both of which would take away from their bulk, and make them more susceptible to Thunderbolt. These Speed EVs also lets Wash Rotom outspeed bulky Physical attackers like Adamant Tyranitar with full speed investment or a Metagross uninvested in Speed, and cripple their Attack with Will-O-Wisp.
A full 252 of its EVs are aloted into HP and the rest are put into Special Defense making Wash Rotom as Specially Defensive as possible while hitting important Speed benchmarks as explained above. It can mitigate Physical Damage by using Will-O-Wisp on Physical Attackers.

This speedy Wash Rotom is great against Water Pokemon which it can outspeed and possibly knock out. Trick is a useful tool for choice locking an opposing Pokemon into a move. Some Pokemon like Cresselia, Bronzong, Dusknoir or Hippowdon don't appreciate getting choice locked, as they need multiple moves to be effective.
Volt Switch is also very good in this set, as it lets Wash Rotom get out of the active spot without taking damage from an attack.
With Choice Scarf, Wash Rotom is able to hit 226 Speed, being able to outspeed Jolly Blaziken after one Speed Boost, or other fast Pokemon like Crobat and Aerodactyl.
Wash Rotom is great at checking Pokemon that are weak to its STAB moves. It can comfortably switch into a Ground-type move and threaten with a super-effective Hydro Pump. Its Levitate Ability makes its Electric typing a lot less exploitable, as Levitate lets Wash Rotom be immune to its Ground weakness.
We run Discharge over Thunderbolt because of its higher paralysis chance, trading a little bit of power for more consistent paralysis.
Keep in mind that Wash Rotom has a very low HP stat despite it having decent defenses. Without considerable EV investment into HP, Wash Rotom might be prone to getting OHKO'd. Wash Rotom lacks reliable recovery options in BDSP, making less effective in taking hits.

Rotom can be a reasonable option for setting up Dual Screens because of its decent bulk. It can opt for one or the other depending on its EV investment on its defensive stats. Having both might be hard to squeeze into its moveset, unless Wash Rotom becomes a dedicated Screens setter. |

Wash Rotom can always find a role to fill in any team. It has a wide variety of useful moves, so there are rarely any wasted moves in its four move slots. Wash Rotom can be an attacker, it can support, or it can be disruptive. Its ability to fulfill many different roles makes Wash Rotom a very unpredictable Pokemon to go up against.

Scizor can switch into an incoming Grass-type move and threaten the Grass Pokemon with a super-effective X-Scissor. This Scizor set also does not mind switching into a status move because it has a Lum Berry. Scizor has a positive matchup against Wash Rotom's most common Grass-type counters.

An offensive Crobat is a sure-fire way to check Grass-type Pokemon. Its Life Orb boosted Brave Bird can threaten OHKOs. Crobat also boasts one of the fastest Taunts, preventing opposing Pokemon from setting up. Its Infiltrator Ability can also go through Substitutes, Reflects or Light Screens. Crobat is a great inclusion for a team that needs an efficient way to deal with Grass-types.
A Crobat with Inner Focus is unaffected by Intimidate so it can always deal decisive damage.
