Turtwig is one of the three Starter Pokemon you can choose from when beginning your adventure at Lake Verity. Selecting a Starter Pokemon is a one-time, unrepeatable event, so choosing either Piplup or Chimchar will prevent you from obtaining Turtwig as its original trainer in your save file.

Turtwig, as well as the other starters, are not shiny locked so make sure to save before entering Lake Verity.
You can keep soft resetting until you get a shiny Turtwig. It may take you several tries though so be patient.
