1 Drifloon can be encountered every Friday right outside Valley Windworks, after defeating Team Galactic on the way to getting the 2nd Badge. If you defeat Team Galactic on a Friday, you'll have to wait until the next Friday for a Drifloon to appear.
Getting the 2nd Badge: Walkthrough Part 2
If you're willing to bend the rules a bit, it's possible to change the date to Friday on the Nintendo Switch to encounter Drifloon on any day of the week. This can be important for unlocking the National Dex, so we're not judging.

How to Change the Date and Time
Drifloon can be seen by fighting one of two trainers in the second area of Hearthome Gym.

These are the only trainers in the game which have Drifloon, and after fighting Fantina and receiving the badge, you won't be able to fight any of the Gym trainers anymore.
It's tempting to show off your math prowess here and skip the trainers, but swallow your pride and miss those questions!

For players who intend to use Drifloon to it's full potential, we recommend looking for one with a Modest or Timid Nature. As a Special Attacker, it would appreciate the increase to either it's Special Attack or Speed and not mind the drop in it's Attack stat.
When playing the main story, it isn't really necessary to have the best nature. Having any nature that boosts Special Attack or Speed should be fine. You will be able to change natures using Mints in the post-game so you can worry about that after clearing the main campaign.
