Expert Belt boosts the power of super effective moves. This makes it a good item choice for Pokemon that have access to different type coverage as they can maximize the effect of the item. Mamoswine and Weavile both have access to strong coverage moves like Earthquake which makes them ideal Expert Belt users.

One of the items that you can receive from the old man NPC inside the house in Route 221 is an Expert Belt. The old man will ask for a Pokemon of a certain level, and if you present him a Pokemon with the level that he is looking for, he will give you an item.
