We recommend bringing a Pokemon such as Absol, with the Super Luck Ability which increases the chance for Wild Pokemon to have a held item. Absol can also learn the move Thief to take the item from the opponent without the need of catching it. Just make sure Absol isn't holding any items beforehand.
You can get a Dragon Scale by catching any of the wild Pokemon above. Though they are quite rare, all of them can be found in the Grand Underground.
Alternatively, you can use Thief and Covet to try and steal away a Dragon Scale from these Pokemon. This saves you the trouble of weakening and catching them first.
