How to Get Draco Meteor
1
Fly to Celestic Town.
2
Head to Route 210 then use Defog.
3
Keep heading east along Route 210 until reaching the wall you can Rock Climb. Use Rock Climb to climb down the wall.
4
Use Rock Climb again on the wall directly across it at the bottom, then fight Dragon Timer Patrick.
5
Head to the house in the north and talk to Grandma Wilma to have her teach a Pokemon Draco Meteor.

The Move Tutor for Draco Meteor can be found at the northernmost section of Route 210, once you get passed the group of Psyduck. The Move Tutor is Grandma Wilma, who has a house that is only accessible via Rock Climb.

Speak to her with a Pokemon in your party that is both capable of learning Draco Meteor and maxed out in friendship. You can easily tell if the Pokemon is maxed out in friendship through the Friendship Checker Poketch App, if the Pokemon shows 2 big hearts when you tap it.
