Regice may be found in Ramanas Park by using the Discovery Slate.
Be sure to save your game directly in front of the pedestal. Once you place the Slate on the pedestal, one of the three Regi Pokemon will randomly appear. It's possible to reset the game and try again for a different Regi, so use this technique to catch the Regi you want ahead of time.

Regice can be difficult to catch due to the limted PP its moves has. In total, Regice only has 20 PP across all of his moves at 5 PP each. You'll want to catch Regice before it starts struggling and fainting from recoil. We recommend having a Pokemon who can paralyze it or put it to sleep to prevent it from using up its PP.

When facing Regice, we recommend using Blastoise with False Swipe/Yawn and Quagsire with Yawn. This gives you a reliable way to whittle down the opponent's HP as low as possible, and access to a status-inflicting move to improve catch rates.
Quagsire is the best choice to use against Regice when catching it as it is immune to Zap Cannon and is bulky enough to shrug off Blizzard and Superpower. Unfortunately Quagsire does not have a way to guarantee not knocking out Regice so you'll have to be careful not to accidentally make it faint.
Alternatively, Blastoise can also be an option with access to Yawn and False Swipe in one Pokemon. It resists Blizzard but It is weak to Zap Cannon but should be bulky enough to live a hit or two before needing to be healed.
In case a Quick Ball on turn 1 did not succeed, the Ultra Ball is a reliable go-to ball to use instead. If you are facing Regice at night, Dusk Balls become the better option.
If about a dozen turns have passed, you may also rely on the Timer Ball for higher success rates of capture.

Calm is the best nature if you're looking to train Regice into a specially defensive Pokemon, with the nature further boosting its already high Special Defense.
Modest is a good second choice as it has above-average Special Attack and remains a specially bulky Pokemon even with no Special Defense-boosting nature.
