Rotom can be encountered in the Old Chateau at night only after obtaining the National Pokedex.
To get to the Old Chateau, travel to Eterna City and head west to Eterna Forest. Use Cut on bushes blocking the path in between fences and go north.
Steps to Encounter Rotom in the Old Chateau | |

1 | Enter the Old Chateau. |
2 | Head upstairs and enter the doorway in the middle. |
3 | Enter the the second room from the left. |
4 | Interact with the TV to start the battle with Rotom. Rotom will be Level 15 so refrain from using high level Pokemon. Using False Swipe will have no effect as Rotom is a Ghost-type. |
Provided that it is night time, interacting with the TV will offer you a prompt to thump the TV. By doing so, an encounter with a level 15 Rotom will commence. After catching Rotom, the player will pick up the Secret Key which is needed to open the secret Rotom Room where you can change Rotom's forms.
How to Unlock the National Dex
To change Rotom's form, bring the Secret Key item and access the secret room inside Eterna City's Galactic Building.

3 | A doorway will reveal itself and you now have access to the appliances Rotom can change into! |
4 | Add the different appliances to the Rotom Catalog. |
After catching Rotom, the player will pick up the Secret Key which is needed to open the secret Rotom Room where you can change Rotom's forms. Take this key and head back to Eterna City and enter the Galactic Building.
Unlock the Secret Room by interacting with the back left wall on the first floor. A hidden path will then be revealed leading to a back room.
When you enter this back room, you'll find the different appliances that Rotom can possess. Interact with them to change Rotom's form. Changing Rotom's form will also prompt you to teach Rotom a new move that matches that type.

After changing Rotom's form to the first appliance, you will also obtain the Rotom Catalog which will allow you to change Rotom's form from wherever you are.
Interact with each appliance to add them to the Rotom Catalog. You won't be able to transform Rotom into any appliance you haven't added to your catalog.
Access the Rotom Catalog from the Key Items pocket of your Bag to do so. You may also choose to revert Rotom to it's light bulb form and it will lose the move associated with the appliances.

For players who intend to use Rotom to it's full potential, we recommend looking for one with a Modest or Timid Nature. As a Special Attacker, it would appreciate the increase to either it's Special Attack or Speed and not mind the drop in it's Attack stat.

Pretty irritated that this guide says go to the Old Chateau but doesn't explain where that is or how to get there. It just expects us to know and doesn't even link to it. Fly to Eterna City, leave west, cross the bridge, follow the path and enter Eterna Forest. Go west a little bit, cut down a tree blocking the white fenced area and go north.
