A 1.5x boost to the Speed stat is a significant increase that allows some Pokemon to outspeed faster threats. By using it on the right Pokemon, you can catch your opponent off guard.
Choice Scarf is available for purchase at the Battle Tower for 25 BP.
You need to beat Cynthia and become the champion before getting access to the Battle Tower, where you can earn BP.
