Houndoom

If you are having trouble in the battle against Fantina, it is a great idea to catch a Houndoom at the Grand Underground. It can use Dark-type moves which are effective against Fantina's team. Additionally, it can be a great addition to your team if you do not have any Fire-type Pokemon.

My rival seemed to be much weaker than this suggested, a level 26 Starly, 26 Buizel, 27 Ponyta. This put him Well below my levels, any idea why this is?
