Playstyle and Win Condition

Budget Hippo Turbo Deck definitely won't be considered part of the Meta. But its unique setup will definitely surprise your opponent.

The Budget Hippo Turbo Deck is a go-second Deck that has two main ways of dealing with your opponent.

First option is the Hippo OTK, combining the powers of Kaijus, Super Hippo Carnival and Leeching the Light.

The other option is Decking Out your opponent a combination of Inferno Tempest and Necroface.

You can use Thunder King, the Lightningstrike Kaiju for this as well.
Step Description
Special Summon Jizukiru, the Star Destroying Kaiju onto your opponent's Field by tributing their strongest Face-Up Monster.
Set and Activate Super Hippo Carnival → Special Summon Performapal Hip Hippo together with four additional Hippo Tokens, all in Attack Position.
Set and Activate Leeching the Light and target the Jizukiru, the Star Destroying Kaiju on your opponent's Field. → Now, your Perormapal Hip Hippo and the four Hippo Tokens gain 3300ATK.
Use your Performapal Hip Hippo to attack the Jizukiru, the Star Destroying Kaiju on your opponent's Field, and follow-up by having your Hippo Tokens Attack, dealing a combined 17300 Damage.

A quick and effective OTK combo that aims to get rid of your opponent's strongest Monster by using it as Tribute to Special Summon a Kaiju on their Field leaving you an opening to follow up with Super Hippo Carnival and Leeching the Light to do an OTK.

Step Description
Special Summon Jizukiru, the Star Destroying Kaiju onto your opponent's Field by tributing their strongest Face-Up Monster in Attack Position.
Set and Activate Hippo Carnival → Special Summon three Hippo Tokens, in Attack Position.
Set Inferno Tempest onto your Spell/Trap Zone and End your Turn.

Seemingly too simple, this goal is to bait your opponent into attacking you 0ATK/0DEF Hippo Token using the Kaiju you graciously gifted them. When your opponent attacks you and deals over 3000 Damage, simply activate your Inferno Tempest effectively banishing all the Monster Cards in both yours and your opponent's Decks.

Simply activate the effects of your three Necrofaces and Virtual World Hime - Nyannyan. This will effectively banish an additional 15 more cards from the Deck. leaving you with 4 cards, plus the Card that Virtual World Hime - Nyannyan that shuffles back into the Deck after all the banishing, preferably a Necroface.

If you're lucky enough to have a Necroface in your hand, you have the option of Normal Summoning it onto the Field which effectively shuffles ALL banished cards back into the Deck and gains 100ATK for every Card that was returned to the Deck, which is roughly 30 Cards, meaning your Necroface can theoretically gain an additional 3000ATK, giving it a total of 4200ATK.

Lightning Storm As Budget Hippo Turbo Decks rely on Spells to fully bring out its power, getting rid of your opponent's Back Row will be the key to stopping them at their tracks.
Mystical Space Typhoon
Mystical Space Typhoon Another Card that will help get rid of your opponent's Spell/Trap Cards in their back row.
Magic Jammer
Magic Jammer A useful Spell Card Negate that requires you to discard 1 card to negate a Spell Card's activation. Very useful against Leeching the Light or Inferno Tempest.
Cursed Seal of the Forbidden Spell
Cursed Seal of the Forbidden Spell A more potent version of Magic Jammer where you're required to discard 1 Spell Card to negate your opponent's Spell Card Activation, but resulting in your opponent not being able to activate that exact same Spell Card throughout the Duel. Very useful again against Leeching the Light or Inferno Tempest.
Imperial Order
Imperial Order Probably the strongest Spell Card Negate in the game. This card negates all Spell Cards on the Field at the cost of 700LP each Turn. It's a double-edged sword so use at your own risk.

Negate the Activation of Spell Cards

This Budget Hippo Turbo Deck relies on using special Spell Cards to bring out theif full potential.

Using cards to get rid of their Back Row or to Negate Spell Activations is the best way to beat them.

I think Inferno Tempest OTK is a better name for the deck. Hippo Turbo makes it sound like a deck that summons Hip Hippo as their main boss
