The SG-09 R handgun weapon is unlocked by default. It will become accessible, along with your whole inventory, after your first fight with the Ganado during the cutscene in the Hunter's Lodge.

SG-09 R is a good weapon to use at close to mid-range distances because of its accuracy and power. It's also better to use on normal or weaker mobs instead of your better guns, as it's easy to get and craft its ammo.
