Exclusive Upgrade Tickets can only be obtained from the Merchant, after you trade Spinels with him. The best way to earn Spinels is by completing the Merchant's Requests.

How to Farm Spinels

Spinels carry over in New Game Plus

On your succeeding playthroughs, you will have access immediately to 2 Exclusive Upgrade Tickets at the Merchant. Spinels carry over from each playthrough on New Game Plus, so if you had saved enough Spinels from your previous playthroughs, the first Merchant in the Village is the best time to trade them for Exclusive Upgrade Tickets.

As of April 6, weapon exclusive Upgrade Tickets have been made available as DLC for Resident Evil 4 Remake! In your platform's respective storefront, you can purchase 1 Upgrade Ticket for $2.99 or a bundle of 3 Upgrade Tickets for $6.99. The store only offers a maximum of 6 single Upgrade Tickets and 2 bundles of 3 (for a total of 12 Upgrade Tickets).
