”Where's Everyone Going? Bingo?” is a lighthearted joke uttered by Leon in the final sequence of the Chainsaw Demo when the Ganados halted their attack on him and proceeded to the church as soon as they heard the bell ring.

This most likely means nothing and was simply a quirky remark to ease up his mood during a rather tense situation.

In the PS2 version and later releases of the 2004 Resident Evil 4 game, it was revealed that Ada Wong was the one who rang the bell in the mini-game Separate Ways, a post-game story mode where you can play as Ada during the events of the main story. It's most likely that she's also the one who rang it during the 2023 remake.

We can expect that another post-game mode featuring Ada will not be available on launch but rather it will arrive as a DLC sometime after the remake's release.

The Bingo comment is a joke because back in the day churches (at least Christian denominations, anyway) used to host bingo nights as a way to raise money for non profits and fund church activities. It was popular in the 1950s-90s, and probably still a thing among the older generation.
