Luis' Mayhem Ability allows him to plant dynamite in his current position. You can use this multiple times as long as the Mayhem bar is not depleted. This is extremely powerful if you use it against a crowd of enemies or if you are overwhelmed by elite enemies.
Also, you cannot be attacked while you are planting dynamite. Nearby enemies will also flinch as soon as you trigger your Mayhem Ability. You can use this as a way to dodge incoming enemy attacks.
Luis can swing a metal bar against a staggered enemy that can hit all enemies within range in an arc. It is a good way to get rid of multiple enemies swarming at him while maintaining your combo up.
When performing melee attacks, you will be invincible during the attack animation. Also, Luis's melee attack has a slightly longer animation than other characters. This means that you will be safe even if you are surrounded by multiple enemies as long as you are landing headshots with your Red9 to perform melee attacks.
Since Luis' weapons can be weak against hordes of enemies, it's best that you go to the southwest part of the village, on the right where you spawn, to funnel enemies while maintaining your combo. There will only be one way for enemies to get to you, meaning you don't have to worry about your back.
You can also get tons of points for multi-kills once your Mayhem Ability becomes available. However, only use the Mayhem Ability when the elite enemies are starting to get close to defeat them quickly.
Since the path is tight, enemies attacking have a higher chance of doing damage or even killing each other as they try to get you. Dynamite and Molotov throwers usually are the ones who can kill their own allies, so try to kill them for later at the end!
When your kill count is high enough, some of the enemies that you will encounter will spawn Plagas on their heads upon killing them. You can use a Flash Grenade to instantly kill them instead of shooting them with your rifle.
There are a lot of useful items that you can pick up inside the houses. Make sure that you explore all of them and pick up everything to have enough resources when dealing with elite enemies whenever they spawn.
Both the Chainsaw Man and Chainsaw Sisters are fast when trying to catch up with you. You need to create some distance since your weapons are better at long-range. However, if you have your Mayhem ability available, you can just spam dynamites until you can kill all of them.
Explosive barrels can be found throughout the area. Make sure that you lure incoming enemies before shooting them to clear them all at once.
