Enter the Incubation Lab and check the small room north to find the Biosensor Scope, an attachment for your rifle that lets you see the plagas inside the Regenerator!

Resident Evil 4 - Use the Scope

Using the Biosensor Scope, you can now view the wrench from inside one of the Regenerators. You will have to check periodically which Regenerator has the Wrench if you move around the Lab too much.
