Obtained From Luis in Chapter 11

You can get the Luis's Key from a dying Luis at the end of Chapter 11.

After a brief knife fight with Krauser, he eventually overwhelms you and kicks you to the ground. Before he finishes the job, Luis steps in and shoots Krauser, prompting him to leave the area.

Leon eventually tends to Luis as he imparts his final words, he then passes the key on to you just before succumbing to his wounds.
