You Can Use a Regular Rocket Launcher

Resident Evil 4 Remake - You Can Use a Regular Rocket Launcher to Kill Saddler
If you don't want to use Ada's Rocket Launcher (Special), you can use a regular Rocket Launcher or the Infinite Rocket Launcher at the start of Saddler's second phase to kill him instantly.

This method skips the cutscene where Ada throws the special rocket launcher, making it a great strategy to use when aiming for an S+ Rank on your current playthrough.

Since you can't change to other weapons or use the inventory once the Rocket Launcher (Special) is on the field, it's not possible to kill Saddler outside of using rocket launchers. In addition, if you don't kill Saddler shortly after receiving the special rocket launcher he will kill Leon instantly, resulting in a game over.
