The Whip can be found on a table inside the Doctor's house after you exit his basement during the tail-end of the An Act of Mercy main mission. Unlike most unique weapons, the Whip will not be full durability when first picked up.

Can get the rifle at the start of An Act of Mercy the first time you visit the doctor's house. If you keep hitting F and jump in front of the window to the right of the one with a cable going through it you can snag it a little earlier in the game.
