Find the Sniper
Go to the tower in Port Cranes to find the sniper. Be careful as he has set up an explosive trap by the door.
This is an optional objective, but this will help you get the best position and get all the options during the mission.
Take the Sniper's Firing Position
Kill the sniper, grab the Clusterfuck (AR416 Assault Rifle), and take his firing position. You can then change the frequency of the radio to hear them talking. To see the Sultan and Beard from your location, look down the window and find a broken wall off the building.

You can choose to kill the Sultan and Beard or you can side with them once you take over the Sniper's firing position. You will get the same rewards regardless of your decision.
Kill the Sultan and Beard
From the sniper's firing position, kill the Sultan and Beard using the Clusterfuck rifle from the window. It has a quick fire rate so you can take them down fast before they can hide.
Return to Sonya after killing them to get your reward.
Side with Sultan and Beard
You also have the choice to side with the Sultan and Beard. To do so, you must not shoot them or their men inside the building and wait for them to finish their deal.
After that, kill all the mercenaries that Sonya hired and save the Sultan and Beard. Talk to them once the area is secured to get your rewards.
