The Riemann is obtained within the barracks to the north of the large Rostok base within the Rostok region. Rostok can be reached by going far west of the Garbage region where Slag Heap is located.
Enter through the main entrance of the barracks, then look for a large room at its southwest side filled with gravity anomalies. Clear the anomalies with your bolt to get to the end of the room and find the Journalist Stash between the bunk beds.
