Taking Back What's Mine is an optional side mission that you can get during the Escape from the Cage main mission. You can get it by giving the Cell Key to Sparker in exchange for the location of your belongings.

Retrive Your Belongings
Go Down the Stairs
Find an open door at a corner and use it to go down. Keep going down until you see the door not open but unlocked.
Open the door silently to avoid alerting the two armored guards outside. Kill them, pass them slowly, or run and ignore them and turn right.
Enter the Building with the Open Window
Run towards the building with an open window and enter inside. Drop down to the ground floor and find the blue safe beside the blue table.
Open the Safe and Grab Your Items
Open the safe to get all your belongings back. This will complete the mission and allow you to continue the Escape from the Cage main mission.
