You can choose to find the Collar on a mutant by the Old Mill or near Bulba. You only need to do one of them to unlock the next objective, but you can complete both to get two Electric Collars.
Find the Collar on a Mutant by the Old Mill
Head to the Old Mill to find the pack of Blind Dogs. Kill them all and loot the Electric Collar from one of the dogs.
Find the Collar on a Mutant Near Bulba
Go to Bulba, south from the Old Mill, to find the next collar from a Blind Dog.
Help Nightingale
Travel southeast from Zalissya and help Nightingale. However, you will find him dead when you get there. Search his body and fight the Bloodsucker with an Electric Collar that will spawn. Eliminate it and grab the collar from its body.
Take the Electric Collars to Hamster

Return to Zalissya and take the Collars to Hamster. The Coupons you will receive will depend on how many collars you bring to him.
The minimum collars you can get and deliver is one (1), and the maximum collars is four (4).

Needs an update. You can get 4 collars: Do the anomaly collar first, then go fight the dogs in the village for the second. Nightingale's body has one as well as a perfect condition AKM-74S, and the Bloodsucker drops the fourth. Tell Hamster the collar was on a bloodsucker, and he gives you a free NATO pistol suppressor for your trouble. Turn in 4 collars for 3k coupons, sell the AKM-74s for another 3k. Full rewards: 6k Coupons and NATO pistol suppressor.
