When you approach the Fish Farm in Zaton, Zhenya Hulk will call to you from one of the building's windows. Approach him and he'll tell you someone named Adik locked him and his group inside the Fish Farm. Accept his request for help to trigger the quest, The Key to Freedom.

Loot Adik Pedal's Body and Examine his PDA
You'll find the body of Adik Pedal in the middle of the Fish Farm. Examine each body until his name pops up and loot his PDA from his body. Examine it afterwards to mark the nearby bag on the roof that has the key needed to free the captives.
Get the Key from the Roof
The building you'll need to climb will be the large warehouse opposite the structure where Zhenya Hulk and his men are locked up. Use the ladders on its side to reach the roof and cross the expanse to reach the bag.
Electro anomalies will be scattered throughout the roof, so avoid them or use your Bolt to dispel them for a short time. You'll find the bag with key hanging on a curved pole. Open it up to get the key as well as the Coupled AK Mags attachment.
Release Zhenya Hulk and Get Your Reward
With the key in hand, head back down and release Zhenya Hulk and the others from their prison. Talk to Zhenya Hulk and ask for a reward after releasing them to complete this mission.
