You will first encounter Lex the Legend in a dilapidated building in the Flea Market POI in the southwest portion of the Garbage Region. He will give you a free 'tip,' and he will say that you can pay for another tip, or you can tell him to cut the crap.
When you tell him to cut the crap, he will point you to a stash directly west of the Flea Market. The stash will only have a broken PTM, a piece of bread, and The Legend's Advice note from Lex insulting you for falling for his ruse.
There will be a stranded guy in Electric Field named Vova Amalgam that you need to help to get a hint about the whereabouts of Lex the Legend.
The Electric Field is located in the Garbage region. Head southeast from the Slag Heap Base to find both this POI and the encounter with Vova Amalgam.
You can find Lex the Legend again in the Swamp Tram POI in the northeast portion of the Zaton Region. When you approach him, you will instantly go into dialogue with him. If you choose the We had a deal option, Lex and his lackeys will attack you on the spot.
