You can get this mission once you reach Icarus during Dead Frequency. Talk to Sgt. Yeremeyev, the camp's technician, to start.

Go to the Warehouse
Leave the Icarus Camp after getting the mission from Yeremeyev. Travel northwest from the camp until you reach the Railway Maintenance Facility warehouse.
Press the Door Switch
Once you get to the Warhouse, look for the door and press the switch to open it. However, it will not work and you will have to turn on the power switches to fix it.
Flip the Power Switches
You must flip three Power Switches near the area. The first two closest to the warehouse are outside and can easily be turned on. The last one at the tower will have rodents swarming the room.
The best way to get rid of them quickly is to use a grenade or an SMG.
Kill the Burer
Go back to the warehouse and you will find the door unlocked. Enter inside the warehouse and kill the Burer. The best way to kill it is to lure it at the door so the weapons it control can't hit you.
Take the Parts on the Second Floor
Head upstairs and grab the Parts for Psi-Protection Equipment on the window. You can also leave through the window as you won't receive any fall damage from that height.
Return to Sgt. Yeremeyev
Go back to the Icarus Camp and deliver the equipment to Sgt. Yeremeyev. He won't give you a reward, but a Psi-Suit will be available later on once you get enough progress on the main story.
